No, this feature should be available in all languages of Adobe Reader XI. What is the exact version of Reader you have installed right now? You can find this by launching Help > About Reader (Win) or Adobe Reader > About Reader (Mac). What language of Reader do you have installed? Also, what OS are you using?

Lastly, if you choose File > Save As and change the 'Online Account' drop-down, do you see 'Acrobat.com' listed there?

I reinstalled the Adobe Reader XI again. Though there was an error message during uninstallation, it works well after the reinstallation. I did this before but it didn't work, and there was no error message at that time. Thanks for the help.

What version of Adobe Reader or Acrobat do you have installed? The save to the cloud function is only available in version XI.

Yes, I use Adobe Reader XI. Is that function only available to English version? Thanks.
