I've uploaded a PDF to be exported, but don't have the option to select the format, and the convert button is blank. When I select the convert button the document uploads, but then stalls converting and never completes. Any advice?

As per the description above, you are not getting the option of Exporting the PDF file into Word, and not able to convert/export the PDF file as the conversion is not getting complete, Is that correct?
Please try to access the service of Adobe ExportPDF with a different browser like Chrome, or Firefox, or Safari and check if it brings any difference.
For more troubleshooting, you may refer to Troubleshooting Create PDF, Export PDF, Adobe Send, Fill & Sign … services(PDFPack or Document Cloud Services).
