PDF problem with cloud.

When I use cloud (which seems to be the default area for pdf's), the only way I can get the file into my PC is to download.  The State of Michigan has a filter to show it is a downloaded file and will not accept my documents anymore.  Their filter says I could have used an outside file.  Just copying and pasting does not seem to work.  I need to get my files from the cloud and put them into my PC as pdf's without downloading!  How is that accomplished?

If I understand correctly, you are trying to access the files uploaded on Document Cloud via https://cloud.acrobat.com/recent ? And want to save it in the "File Folder" of computer?
