Pdf won't load to cloud or open when saved to drive, getting the Please wait error

I have a PDF that i need to combine with other documents. The pdf will open in acrobat reader when I open it directly from outlook, but when I save it to try to edit it on my mac, or when I try to upload it to the document cloud to combine it I just get the text "Please wait... if this message is not replaced by the proper content..." I know I have the up to date version of reader but it still wont upload to the cloud properly. Any help would be very much appreciated.
