The record shows that you are subscribed to Adobe PDFPack services with your current Adobe ID, with this, you can:

You cannot merge two PDF files with signature, You can add a signed PDF to another signed PDF as a file attachment, but you cannot create a single signed document by combining/merging two signed documents without invalidating the two initial signatures.
You can subscribe to Acrobat Pro subscription, which can merge PDF documents, and you can add a signed PDF to another signed PDF as an attachment. Combine or merge files into a single PDF, Adobe Acrobat DC
I have checked the records with your current Adobe ID, and the PDFPack subscription is canceled and inactive. You can check the status on Adobe.com under Plans and Products, and you can also refer to Manage your Creative Cloud membership
