I sent my link to multiple individuals and only only person can view the PDF.  They use IE8 and then tried Firefox but no luck.

What are they seeing when they attempt to view the file?

One problem that we've seen is that some email clients break the URL in the invitation email across more than one line. This can happen if the user is reading the email in plain-text, rather than HTML.
