Redaction applied to ALL pages, not just my marked page

I have a 1000 page PDF.  There is a signature image on every 3rd page.  I DO NOT want every signature image redacted.  However, I need page 410 redacted.  (It contains the signature image.)  When I mark page 410 for redaction, the preview is correct.  After applying the readaction, the signature image is redacted on the other 1000 pages!  I DO NOT mark "Repeat Mark Across Pages." Adobe is just doing it. 

How do I make it stop and redact only the pages I mark?
