Sometimes Converting PDF to XL Skips Important Information - Why?

I convert PDF purchase order files to XL files.  All of the purchase orders have the same information in the header - only the body of the document varies.  Sometimes the PDF to XL conversion skips the header information.  Does anyone know what causes this?

    "XL" meaning what: Excel?

    Converting using what: Acrobat, or the ExportPDF online service?

    Yes "XL" means Excel.

    I have tried using the converter in Acrobat and also the online service.  I get the same results with either.  I have two PDF files that each show the same information.  When I convert these to Excel one PDF file gets converted perfectly.  The other PDF file does not work as well.  Information in the PDF gets skipped and does not appear in the resulting Excel file
