The cloud save consumes too much data

When I use cloud save option, the file keeps getting uploaded to the cloud from scratch every time I hit save in spite of how small the change I made (like comments, highlighting etc.). This is fine with smaller files, but when the file is larger, and I'm on mobile data, this is a big issue. Why can't they simply upload the small changes i made instead of uploading the whole file.
