To go public?

What does it mean when I put a file public? Where does it go, to what address? What can I do to draw it back, to cancel the thing of public?

When you select a file to share and make it Public it means anyone who has access to the url can view your file.

You will get the url of the file from the Share File dialog - you can either copy and paste the url or share it in an email

If you want to unshare, simply select the file, select the Share icon and change from Public to Make Private - anyone who still has the url will no longer be able to view the file
