Touch Up Object Tool resizes image when Photoshop updates the change?

This is killing me no answers out there and I see only one post related and they downgraded, anyone have any idea what setting this could be, I just reformatted a machine to eliminate the problem and no results...same thing all other macs running the same software and system update images perfectly, this machine will make the image larger and cover up text or other images after I hit save in Photoshop...Please LMK if anyone has had similar issues, we generally are lightening pics etc, but just one machine in our shop does this....Thanks hope I hear from someone!
