Unable to combine PDF more than once a day

Question

I have the Photography 20GB plan and I can't seem to edit or combine a PDF more than once a day online. I keep getting this error message whenever I try:

Unable to process request
Please contact customer support for help.

It's a huge pain as I need this for work and don't want to revert to using third party services to do something as simple as combine PDFs...

As you have mentioned above, you have the Adobe Photography plan that includes Lightroom with 20GB of photo cloud storage, Lightroom Classic, and Photoshop. It’s an ideal option for photographers who want to access their photography anywhere and want the transformative power of Photoshop.

To combine files you will require either Acrobat PDF Pack Service or the Acrobat DC subscription. To know more about the service plans, please refer to the following help documents.
