Unable to convert files as indicates "password protected." Why?

Unable to convert files.  Indicates that file is "password protected."  "To export this document remove the protection and try again."  What is this?  There are no

passwords for any of my files!!!

The problem is likely that the PDF security settings (which you can check by clicking on the Security button) prevent the file from being changed.

My question is that I have a government form that is protected, but I need to fill in the FIELDS which the security settings allow, but Fill and Sign will NOT.

I'm very frustrated because I had to buy a years subscription to find out I can't use it for the most basic application I have for the service. This seems like a major oversight unless I'm missing something that should be obvious
