Unable to get keys for converting PDF to docx using document cloud rest services

How can I get Keys for exporting PDF to docx format using the api detailed in the URL https://www.adobe.io/apis/documentcloud/pdfservices/docs/samples/nodejs.html

I tried to get the keys via my console but the document cloud (PDF Servies) option just comes up as "disabled".
