Unable to merge pdfs into one file

Previously I was able to import one pdf into another pdf, creating a new pdf file. Now I am unable to merge them at all. Additionally, I'm unable to export either original document as a pdf to create a new version which has been a workaround for other issues in the past.

Hope you are doing well.

Could you confirm if there is an error showing while trying to combine export? Is it with a particular file or with all files?

Combine multiple PDFs into a single file you may use the Combine PDF tool available in  Acrobat online. For more information please look at the help page https://helpx.adobe.com/document-cloud/help/using-exportpdf.html
