Users keep getting Adobe Software License Agreement popups often

Hello there,

We have multiple users reporting issue of getting Adobe Software License Agreement popup coming up on terminal servers every now and than. This is happening with at least 10 users.

We have restarted terminal servers, have applied group policy using Adobe ADMX files and enabled Accept EULA policy within this ADMX files. This is becoming very frustrating now.

Terminal servers are running Windows Server 2008 R2 Enterprise SP1.

How can we look into resolving this issue once and for all..?? Is this some bug with the software?
