Vector graphic file

I am using an iPad with Adobe Draw and Adobe Shape, I have a JPG file which I need to convert to a Vector file to be used by a Sign company to make a sign for me. I have imported the JPG file into Shape and created a vector image. saved it. I can modify it in Draw and save it. All the file formats are still JPG. If I create a PDF file with the JPG image will it be in vector format inside the PDF?

How do I save the image as a PDF from either Draw or Shape? The Sign company said they can use a PDF file but not a JPG.
