Web Forms to Merge PDF?

Can FormsCentral use a form fillable PDF base to create a web form with a signature option that merges with the PDF to generate a final secure PDF? We are looking to do this for online agreements and simplify our process for new clients. I do not see clear answers to this possibility on the Adobe site
