What product do I need to create tags and bookmarks in PDFs?

I have Adobe Document Cloud - but not sure what I need to buy / download for creating bookmarks and tags in a PDF document. It says nowhere in the descriptions of ANY of the products? Very confusing!

You need Acrobat application (Download Adobe Acrobat free trial | Acrobat Pro DC) to create tags and bookmarks, please refer to this KB doc. Acrobat Help | Page thumbnails and bookmarks inPDFs‌.
