Why am I not allowed to upgrade my account?

I tried to switch to Adobe PDF Pack and there was no response.

    I'm sorry that you weren't able to upgrade to Adobe PDF Pack. You may want to try logging in using a different web browser. Or, I can help take care of that for you, if you'd like. If so, please let me know and I'll switch your account for you.

    I tried Google Chrome and Internet Explorer. Neither one would respond

    when I noted that I read the information and then clicked the button to

    select the upgrade.
