Why can't I edit my scan PDF document?

I have a document that was scanned, but I can't seem to be able to edit the document or does it allow me to put the cursor over the original text. When I go into Tools, I do see the Edit Document Text option, but nothing happens when I try. Please help!

    Hi Stephanie Trieu,

    Please run OCR and then try to edit PDF.
