Why is it that when I save as in publisher an 8.5x11 it comes out in Adobe PDF as 11x17?

I can no longer save my PDFs correctly because of a scaling issue.  I use window 10 but never had this problem until recently. I've tried downloading a different Adobe PDF, updating, patching, NOTHING'S WORKING!!!!

Please help!!!!!
