Why won't my interactive buttons work in anything but Acrobat?

So I have been trying to create a form to send out to my clients. On the form I have made interactive buttons that are running a javascript. When I click the button it allows me to open and place a picture in the button area. It works fine in Adobe Acrobat, and it allows me to place pictures as I please...
However, the problem I am having is when i send it out to other people for them to fill out with their own pictures and information, when they click to browse for a picture, it will only allow them to open PDF files. In acrobat I have been able to change the file type from Adobe PDF's to whatever kind of file I would like to use. But when my clients try to change the type of file that is being selected, it restricts them to only Adobe PDF files.

As you can see above, within my Acrobat I can choose an type of file to open.....
This is a screenshot of my Reader, it only allows PDF files to be opened in the exact same button.
So my question is can I change the way the button works to make it open all files? Why is it that Reader will only open PDF files, and is there a setting somewhere that I could change this? I really need these forms to be fully editable for anyone... Is Adobe capable of making a form that is fully editable by anyone with a PDF viewer? And if not, what other software could I use to make a form that can be completely editable by anyone with a PDF viewer?
