Adobe Express for Education Storage

Hello!  I searched before posting and didn't find anything, so apologies if this has been asked before but I missed it.

 

We recently started using Adobe Express for Education in the K-12 schools that I support, set up with the district deployment rather than having teachers create classroom accounts.  I was recently notified by the district's IT department that they had received an email that 90% of their Adobe storage limit had been used up.  They showed me that the district had 1.8 GB out of 2GB total used.

 

Does each district only have 2GB of shared storage on the Express for Education plan, or could there have been an error in this district's setup of it?

From what I found, "Adobe Express for Education is only free as a stand-alone offer for K12 institutions and includes 2GB of cloud storage per license."

Thank you for the response and info!  So does that mean the district as a whole is one license, or that each user is a separate license?  Could someone from Adobe comment and confirm which it is?
