If you create a project in PS then save it you can open that file in Express. You would have to save the file in your libraries in order to open the file in either PS or Express. 

You will have to open "your stuff" folder in Express.

Open the file in PS.

You can do the opposite - have linked assets. So you can have an image in an Express presentation that you edit in Photoshop that automatically updates back into the presentation.

It would be difficult to incorporate Express as an extension to Photoshop. However, if you use it with collaboration in mind, you may be able to create a more efficient workflow.
