Unfortunately it appears so. Since Adobe stopped supporting the app, you can no longer log in to access the files.

If you didnt store in the cloud for your Adobe account or save local they are gone.

From Adobe Help:

"What happens to my projects? How do I keep my files? Do I have to use Photoshop Express to get my files?

"We recommend that users locally save their projects to their device at their earliest convenience to avoid losing work. While most of the features of Photoshop Fix and Photoshop Mix will reside in Photoshop Express, existing projects will not be migrated. After June 4, 2024, user projects will not be accessible via the apps or the cloud. What happens to my projects? How do I keep my files? I've moved your post from Photoshop to Adobe Express, which has replaced Photoshop Fix.
