Are synced files in Creative Cloud accessible in Creative Cloud Express?

I have added several files to my "synced files" in Creative Cloud. I would like to use them to create designs in Creative Cloud Express. Are the synced files in Creative Cloud accessible for use in Creative Cloud Express?
