Blend top and bottom margin of photo with background

I am created a graphic where there is a picture in the center and background color, which creates a bar of color both above and below the photo. I want to blend the top and bottom margins of the photo with the background so they look like one element instead of a bar, a photo, and a bar. Is there a way to do this?
