Welcome to the community! Are you referring to the ‘Replace’ option? I have seen a few other users in the community have reported the same behaviour.
I’ve shared this feedback with the team internally , and I’d also encourage you to submit your feedback here- https://adobeexpress.uservoice.com/forums/951181-adobe-express as this page is monitored by our product team.
As a workaround, try to zoom out slightly, this usually shifts where the Replace button sits.
