Can't draw over an uploaded image

Hello all, 

Teacher coach here, and I have a photo teacher who has students utilizing Adobe Express in their classwork.  Today, they uploaded a photo and some of the students wanted to draw over the uploaded image.  Express would not let them complete this task.  Is there a special way to accomplish this?  Is this not available in Express? If it's not, might it be on the way soon?
