Can't launch CC Express on my laptop (samsung)

Since I have bough samsung laptop I can't open and use CC express. The information pop out that i can;t reach the page. it doesnt matter whether i use chrome, microsoft edge or in-cognito mode. I have even tried to connect through personal hotspot but i still cannot open it. It works fine on my mobile.
