Here's more information on using Adobe Express to create web pages. However, it's not currently for building a complete website as each project hosted on Adobe's servers has a unique URL. If you have a Creative Cloud subscription you could explore using Adobe Portfolio instead, which can be directed to your own domain name hosted elsewhere.
