Can you make the ability to make a "locked layer" unselectable on the canvas

It would be great if when you locked a layer under lock settings if you had the option of turning off being able to select from the canvas. Allow the layer to still be selectable from the layers panel. So I can work on layers underneath the top layer without having to move it to the bottom first.
