Clarification needed on the definition of “modification” in Adobe Express licensing

I would like to ask for clarification regarding how editing an image is interpreted within Adobe Express licensing.

it is mentioned that an image should not simply be downloaded and used directly, but should first be edited within Adobe Express before exporting. However, it is not clear what exactly counts as “editing”.
For example:
- cropping the image
- resizing it
- changing proportions or format
Would these actions be considered sufficient editing for licensing purposes?
Or does editing require more substantial changes, such as adding graphic elements, text, or creating a more complex design?

and this question comes directly from reading those terms, as there does not seem to be a clear practical definition of what “editing” means in this context.
Could you please clarify how this should be interpreted?
