Clip maker generator is stuck, stalled and glitching

The clip maker is stalling on a loading screen. The video appeared to finish loading, but when I tried to download the 10 snipped clips from a video that was less than 30 minutes long, the page disappeared and then stated that the video would still be available. I thought that was odd, so I closed the window, left, and came back later. When I reopened the window, it was stuck on a loading page—even though I had not yet selected a video to download.
At first, I thought the issue might be limited to a specific internet browser, but it happens across multiple browsers. I also thought it might be caused by a missing update, but all of my apps appear to be up to date. I assumed it may just need more time, but it has now been over 48 hours with the same continuous loading message, and I’m not sure what it is actually trying to load.
