Can I use any of the graphics making a design and use it to sell merchandise or do I need licenses to sell certain images? Once I make a design using graphics on adobe express can I sell it?

Yes, commercial use of what you design in Adobe Express should be ok, including for flyers or on social media. That's primarily what the product is intended for.

The only factor would be the licensing terms of any stock assets you might use in your design.

Also I am referring to the design assets on the express not the stock images!
