Creating a project at an images Original Aspect Ratio doesn't work

Sometimes it does sometimes it doesn't... I don't get the inconsistency. I will upload media and choose the "Original Aspect Ratio" size, and the project is a random size that is not the aspect ratio of my image. Why even offer the option if it won't do it? It seems like a very simple operation...
