Our engineers have informed us that a fix has been applied to the latest Adobe Express iOS v11.13.0, now available for download/ update in your app store. Also, please ensure your devices run on the latest OS for iOS v16.3.1. Once your adobe Express App and device are up to date, kindly ensure that your sync only over wifi is turned back to its original setting, test the app, and confirm if the fix has worked.

This isn't truly a bug. Since the new desktop version of Adobe Express was launched in August syncing between desktop and mobile is not possible. You can still work on mobile and then convert the files to work on desktop afterwards, but it is not possible to start on desktop and finish a project on mobile.
A new mobile version is in beta testing but there is no news at to when we will see it.
I'm a "Can manage to tweak website code..." person so I don't know all the ins and outs, but as I understand it the new desktop Adobe Express is a completely new beast in terms of code. Thus the two versions can't talk to each other. It's also why so many previous features were missing even while we saw a host of new abilities and there were difficulties when people were bringing over mobile projects in the beginning.
