Does Adobe Express use stock plan credits?

We share a business account for our marketing department (at a grocery store.) I've noticed that our credits have drastically gone down at a way faster rate than usual despite the usage of adobe stock not changing much at all. I checked the licensing history and it would seem that our employee who uses express has licensed a bunch of photos. She does not use the stock library as her job doesn't require her to do so, but she does use the express library. I have found in my experience that there is no indication that these photos in the express library require credits, whereas when you get them from adobe stock it tells you the cost and requires you to commit. Seems very odd, Has anyone else had this experience?

This response doesn't really answer the question. It just says certain plans give you "access" to different assets.

I also can't find a clear answer for this question in any adobe support pages. And several first hand accounts like the one above seem to suggest stock credits are used for express. 
Yes or no, does tapping a premium asset in express—which instantly adds it to the project without any cost indicator whatsoever—cost adobe stock credits?
