Downloading an accessible PDF

Question

I created a newsletter template in Adobe Express, but when I download it as a PDF, it is not accessible. Everything saves as an image and therefore a screen reader cannot be used. Is there a way where this can be modified so it doesn’t save the entire pdf as an image? Or can the PDF be made accessible after the fact in Acrobat?
