Erratic, inconsistent movement of layers

     Hello, I've been having some serious recurring issues with adobe express pro on my ipad. I have the most current version which I use to create content for my job on a daily basis.

     While creating multiple layers and moving them around, nearly 50% of the time as I tap any secondary layer and attempt to move it one way or the other, the base image itself (first layer) will instantly shoot off screen out of view in the opposite direction of where I am attempting to move whichever layer I am manipulating.

     Very frustrating. This happens with my ipad both on a keyboard and off a keyboard while I use my finger on-screen to manipulate whatever layer. Ultimately I have to rely on the keyboard arrows to incrimentally adjust it back to the desired location. This drastically slows down my editing process.
     I have the older version of Express as well on my iphone which I have not updated/migrated my files over from and this does not occur on that version.
