Express and Complimentary Membership for Team Members

Was really excited to roll out and add users to the company's Adobe Team with the complimentary membership, however we're a bit confused on what we can and cannot actually do. For backstory, we are wanting to shift people that are only using Express to the complimentary membership since they do not use the other programs that exist on our licensed Creative Suite accounts (Photoshop, InDesign, etc). In the copy for included apps and services it states that they'll get the free version of Express and have easy access to approved brand kits and templates through Creative Cloud Libraries in Adobe Express. However while testing with a non-license account that I added to the company team/group, I found that CC Libraries is a Premium feature in Express and I cannot access them. I can see them and can kind of use a color from library but will get a pop-up prompt stating that I need to upgrade.

I know the complimentary membership still may be rolling out its phases, but I'm a bit confused on how team members can both get a free Express and CC Libraries access?

Was able to finally get the Adobe chat AI to get me connected to an agent. The CC Libraries is user specific. So that user (with a non-licensed account) that is added to the complimentary membership can have their own CC Libraries to keep themselves on brand. They are however not able to access the company's CC Libraries that is shared with Everyone (licensed users). My company has a combination of both types of users that are collaborating.
