Express Web Page title background isn't moving with text

For the cover image, when trying to move the text, the background gradient effect isn't following the text like it used to.  Instead, it just leaves a half opacity gradient across the middle of your image.  Seems like a bug.

Sure, here's a video.

This is the web app using Edge on Win 10.

It's on all projects, new and previously created.

The dark gradient is supposed to follow the text, but it remains stationary blocking the image.

Text sits in the lower-left corner but the gradient still remains in the middle of the image.
