"File is not compatible" error using any element

It does not matter which element I choose all of them fail to add to my design with the error "File is not compatible". How do I fix this?

Forgot to mention that this is when trying to add a element to the design in Adobe Express and I have a premium subscription.

When trying to add elements to the page I get the error message "This file is not compatible". This is happening with all elements. How do I fix this?
