The banner image at the top gets applied as a background image, so it doesn't resize like other images can in the rest of a webpage project. 

 

You could change the top part to be a short cover that does not include the image and add some text to that part. Then scroll down until you get a prompt to add a photo. Add it below the short cover. When the next prompt appears over the photo, set it to Full width to make it span the full width of the page. When you share it, the image will scale to the size of the device.
