Is Adobe Express Premium included in Creative Cloud All Apps Plan?

Hello,

We currently use Adobe Enterprise with an All Apps plan.

It seems like Adobe Express Premium isn't included in Creative Cloud All Apps Plan?

Is this correct? It seems like it should be included.
