Layers button disabled, unable to move objects forward and back

I have a file that won't allow me to look at the layers within nor move objects forward and back. Does anyone know what's going on and how I can fix it? I've attached a photo for reference.

I'm having the same issue. Also, when adding new elements(text, media, etc) new layers ar not added.

Hello, are the other layers locked? i know when I've locked a layer I can't move it within the layer stack. Also, it's not clear from the screenshot, but is there more than one layer?
