Can I use the materials to create a video for commercial purposes (Youtube)

Hello, I can't see how that could be a problem, if I'm wrong, I'm sure another expert updates us but I'm using little animations that I've created with Express in my YouTube videos (like subscribe, lower third, end screen etc) and using assets in Express. I also believe that's the case for the provided brushes, assets etc in other Adobe apps like Photoshop, Illustrator etc. So I'd say go for it (and as I said if there are any restrictions I'm sure another expert updates us), happy designing!
