Maybe the wrong tool?

I am currently using GoDaddy web-builder to build my website (have been for the past year). Renewal is expensive. I'm looking for a tool that allows me to build a decent looking web-site (or individual pages). I thought Adbobe Express would help me do that. I can somewhat make some pages, but it seems limited. I can't put whatever I want, wherever I want. There are small plus signs that I can add components, but, for example, I can't seem to add a horizontal list of buttons on the page, or put text/links wherever I want (I want to put navigation links at the top). Even so, let's assume it's because I don't know what I'm doing (which is quite possible), I don't even see a way to export/save the webpage as html and use it myself (I'll host my own web-site on my machine). Is this the wrong tool for this job? I thought this tool would generate an html page that I could simply download/use for my website.

These two Adobe Products would be more suitable for what you are looking to do. 

 Adobe Dreamweaver for building and publishing websites.

Adobe XD for designing interactive user experiences and prototyping. 
Adobe XD: Quick set up
