Most buttons on left side not working

Hi there. I have an issue where then I click on the add text button the poxes show but nothing loads. 
Templates and add photos works but the others don't either. 

I have tried on chrome, firefox and edge. In chrome I have also tried using incognito and guest mode. In chrome I also deleted cookies, logins and history. 

I tried creating a different account and it still didnt work. 

I am running windows 10. 
I tried my laptop and it's working fine on there so it's my PC. 

I tried running the beta of express. I signed in and then nothing came up at all. 
I tried the Adobe express app and it had the same issue with text not working. 

I'm running out of ideas.
